Well, one of those is a whole different thing, and zombies are just the regular people to the vampires perfect celebrity undeadness. Zombies are the everyman's undead.
Though, if we go off the old legends, the only reason a werewolf can't be a vampire is because it basically already is. Werewolves and vampires are often the same legendary monster in many cultures.
