Wow, looks like something's brewing in the cauldron. I'd say that it's something dark and evil...but, there's bubbles coming from the brew. Well, whatever it is, maybe it still counts as something witch-like in the MLP world.

Ah, I see. If you want my advice, just start by learning the basics first. It's annoying, I know, but can be pretty difficult to draw a character TFed if you aren't comfortable with drawing them normally, or with drawing whatever form they change into normally. Use references if you need them. That's what I've been doing to improve my TF art.
Oh. Well, I still have to work on that. Every time I draw him, there's something wrong. The very first on I drew of him, his arms were too small. Another one, his legs were too small. His head is different sizes/shapes by accident. In fact, the only one that looks perfect is the one where I made him too small.
Ah, well that's where you should start. There should be some tutorials online for drawing MLP characters, so just start practicing with drawing Blue Streak. Then you'll not only be able to draw him normally, but it'll also be much, much easier to draw him TFed into different things as well.
