For full commissions:
Once all details are established I will draw up a rough sketch which will be either approved or corrected. At this point I will only move forward with completing when paid in full. I will correct any minor mistakes in a finished commission for no extra charge.
For sketch commissions I require payment in advance.

You're correct in assuming that through this system you can get a commission for as low as $1. That would be by picking the 5th style ($10) as a sketch (-$7 to make it $3) and then having it be a bust shot (-1/3 of total $3) to make $1. Although that would be an exceedingly weird thing to want to buy in the first place.
If you have trouble following the system we can work things out through a conversation or I can give you an estimate if you explain what you want. This sheet is only for commissioning convenience but I don't mind discussing things with possible clients even if they don't end up buying anything.
