You need the pokedar from the 2nd floor of the lab first.

Goomy doesn't appear in grass, though, and chaining works only in fishing and in grass with the radar, as far as I know. :c

How do you chain fish?
Never heard of that method before. :o

Find a fishing spot that is enclosed on three sides, allowing you to face the open side and fish into it (This allows more successful bite rates) or have a pokemon in lead with Suction Cups as an ability, and fish continuously without moving from your spot. When you encounter a water pokemon run from it or faint it, then fish again without moving. If you encounter different pokemon don't worry, your chain is still going. It only breaks if you move or you reel in too slow or fast, or if there aren't any bites.
It's a little challenging, and it might not seem true, but it definitely worked for me after several tries. There's an NPC that references fishing chains, too. I discovered it on 4chan.

Been playing Pokemon since Pokemon Red and never once have I encountered my own shiny Pokemon. No matter what I've tried. Chaining, Masuda Method, the Siny Charm... Nothing as ever worked for me in the last decade and a half. T^T

I've played about 5 Pokemon games and completed all of them, never once have I seen a shiny Pokemon in ANY of my games.

Those games include:
Pokemon Diamond
Pokemon Soul Silver
Pokemon White
Pokemon Black 2

In all my years of playing pokemon, I've only ever seen one shiny, not counting red gyrados. The other day I found a shiny graveler in a horde of other gravelers. They all proceeded to use magnitude and kill each other. D:
