He doesn't need any of those fancy tools. A compass and a protractor will do just fine, and you can buy those at any good office or stationary store. Of course, you should get a good metal protractor, not one of those cheap little toy things, and naturally a high quality compass with interchangable pen and pencil tips. But beyond those things, plus perhaps a good stencil set and a drafting triangle, are all you really need for basic art. Now, if your skills increase, then a T-square and a drafting table might be...
I don't think Kevin's doing a bad job. Some folks just don't realize how in the long run, construction techniques make art easier. My earlier work was truly "freehand" and it simply was not as good. Inspired by an issue of SHANDA THE PANDA that showed how the various characters were drawn, I started experimenting with construction techniques, and my art improved significantly.
