While the outlines may be pixel art, the colors are clearly done with a soft brush. The palette is a fully-bloated 256 colors, and it's probably only that low because GIF limits it that way. I'm sorry, but the use of a soft brush means there's colors in there you didn't put there yourself. This is not pixel art.
