The Charisma? He's not particularly charismatic at all. In fact, he has a very negative experience communicating with most characters in the game aside from Tali and potentially Shepard as I recall, so I think that has a lot to do with it. He's so skilled and experienced yet so awkward and timid romantically, it's really cute, haha. The little things!
