....actually given that it's leading right up to the next arc, could you even call this a filler?
Yeah, Obvious Foreshadowing is obvious. I think the answer is LLLLLLLLLLLL. LOLOLOLOLOLOL, LOLOLOLOL. Still, I figured I'd have at least some bit of flavour text. Digimon-based entertainment might be a little more controversial in a world where digimon had in fact been at war with humans. But things are over, so it's alright now.

OTHER NOTE: "Koemon" has been localized as "Monmon", but is referred to by its japanese name here. Just because "Monmon" sounds rather weird.
Ophiel
A military dictatorship that is run by one of the Digimon lords of Sin, Leviamon. During the wars, they militarized and lead a few assaults into the human world. However, mysteriously, they seemed to stop after just a few. They suffered the fewest casualties out of all the Digiworld factions.
When asked to sign the treaty, Leviamon reluctantly signed it. However, the nation is still being watched - if there is any nation that will ever attack and start the wars up, it will be Ophiel.
Despite that Ophiel is founded entirely around power, it is still a country. One reason that it has stayed around as long as it has, and still remains relevant is that they outright spit in the stereotypes of most military dictatorships. Power is valued, yes. However, unlike those stereotypes that consider a weak mon worthless, Ophiel still treats you a a member of the country despite how powerful you are. You still have your own special skills... and it is the strong's duty to protect you, after all. The strong aren't to trod on the weak - rather to protect and cherish them.
This mentality, as well as the restraint shown in warfare is why Ophiel has outlasted most military dictatorships founded upon such morals. (I guess you can say that it's like Valm, if Walhart had indeed learned to rule through more than just brute strength.)
