Paint Tool Sai is the simplest out of the programs, but it's not the greatest for line art. If you want to do better line art then I suggest Manga Studio 4 or 5/Clip Studio Paint. Manga Studio 5 is also wonderful for coloring and it gives you 3D models that you can manipulate, but it's a more advanced program. ( MS5 is the physical copy, Clip Studio Paint is the digital copy). Illustudio is also a wonderful but more advanced program. :) If you don't want to spend money, but you want a great coloring program, I suggest FireAlpaca because it's free.
Well if you want to do coloring:
manga studio 5/clip studio paint. It's not free, but you can download the trial then use the snipping tool to save the picture XD. As far as I can tell, there's no limit on how long you can have the trial (if you download the trial from clip studio paint's website anyways)
Illustudio: I'll note you about that one if you like. XD
Paint tool Sai: You can find cracked ones everywhere. :P It's great for coloring, but terrible for lineart. XD
Opencanvas: 5 isn't free, but it can give you thirty days of wonderfulness! <3 I can note you about 4.

You're not really going to get anything great for line art when it comes to freeware, because a lot of them don't have a stabilization. I'd stick to FireAlpaca and just play around with the stabilization to get smooth line art. If you're looking to get a program that has better line art options, I'd suggest investing into Paint Tool Sai, or Manga Studio 5. Personally, I find Manga Studio 5 better for line art, as the program was originally made to create comics.
You can get some decent line art with gimp, but in my opinion, the program is harder to control. OH! My friend did introduce me to this program. https://lazynezumi.com/home
