Making the water blurry like that makes it look more like part of the background, and serves to enhance the grass and the character, which are the focus of the image anyway. If the water was in perfect focus then it would subtract slightly from the character, as the viewer would be focusing on the picture as a whole. Not that it would be a bad thing if they did, I'm just saying that with the way it is now the focus is where it should be, right on the character. So it turned out great anyway, so there! ;P
