Kind of is.

The USS Reliant was originally designed as basically the Enterprise without a secondary hull. But when the thumbnail sketch was presented to the director, it was laid on the table upside-down, and the director mistook the inverted image for the actual Reliant proposal, approving it as such. Instead of correcting the error, they decided to make Reliant--as Kahn's ship-- the cosmetic "opposite" of the heroic Enterprise: no Engineering Hull, nacelles mounted ventrally and photorps mounted dorsally.
Our Host has managed to present a Movie-era frigate in a flattering, much-closer approximation to the original *original* Reliant idea.
