In theory democratic government is run by the people being taxed, the practice is something a bit different.
And honestly I wonder which came first, organized crime or government. One could make the argument that government evolved from bandit gangs that figured out extortion was more reliable than theft, and that they needed to protect their cash cows to keep the money flowing. Or that to have crime one needs to have someone to make laws that the criminals can break, or more feasibly that government started at the clan level and when they tried to extend their reach over other clans there was gaps in their coverage that miscreants could exploit.
And honestly I wonder which came first, organized crime or government. It was probably the goverment that was there first. Or to piut it differently, the existence of a goverment allows for organized crime. Think of it. For organized crime, you need several criminals. A few hunter and gatherers, even a small village can't sustain them. You need a certain amount of goods so a community can sustain several criminals. below that it's easier to take over the community and become the goverment of it. It may not be democratic, but he is the goverment.
Funny thing is, if the economy reaches a certain size, organized crime eliminates itself. It becomes easier to make money within the law than breaking it. Of course, it takes a smart criminal to see it. So far the only large syndicate I know of that has realized this, was the Yakuza. Wh
ile there are still criminals in the Yakuza, the largest part of their income is generated by legitimate business they have invested in.

Yes, for money laundering, but think about it. You make a few million bucks as a drug baron. Now, you can go on doing that, always keeping a step ahead of the police, your competitors, an upstart trying to make a name, even risiking that the USA find a way to pull the rug under you. Always needing many heavyly armed guards around.
Or you could invest it, go completely legit, get out of the jungle life in a mansion, have a few lightly armed guards and many servants around.

He told you it's a revolution. How will this end? Your men and any other syndicate or gang who joins Herman will be the new police and army. Your men will have regular jobs, even job security. Were will you be then General Stein? It's unlikely that anyone as intelligent as Herman will keep someone corrupt as you inside his new goverment. And he doesn't even have to kill you, by then he can simply fire you.
