This is Pantera "NightVision" Patel, a scientist/superheroine with cybernetically enhanced eyes.
NightVision has just realized that her lab is being gassed (by skunk villainess Zoria Quimica) and shakes off the effects (at least for now, thanks to adrenaline and general super-resilience). Having voice-commanded the lights off, she throws off her labcoat, revealing her super uniform. NightVision is usually more passionate about science than superheroing, but she does not take kindly to someone trying to mess with her lab or steal her experiments.
Her eyes have X-ray, extreme zooming and (obviously) night vision, can fire lasers and other light-based attacks, and also have hypnosis capabilities.
And yes, she IS wearing a costume. Note that it and her fur are different shades of "black" (dark gray).
She wears her labcoat over a form-fitting uniform because...it's comfortable? Or to be prepared? As for the mask, I haven't decided yet if she threw it on between pics, or if I'm going to go back and add it to the previous pic. She was in a "secure" lab, so it's possible everyone there already knew her secret identity.
