No, they were able to go anywhere. The normal kind could not travel over anything other than land. There were Blue, Black, and Green, which could travel over water, mountains, and other things depending on the color. The gold chocobo could literally go anywhere on the game map, and thus it was the only way to obtain the Knights of the Round materia, the most powerful summon in the game.
