If I were doing game rules for this, I'd probably make it a little like the Dark Elf assassins in Warhammer; you have a unit of Waffen SS guys, and you could choose to transform your higher cost werewolf at any time. So that'd probably mean when you were close enough to close to melee, but you could also play them as big shields.
