Some random monster dude I've been painting for the last few days as a stress reliever, nothing all too special.
Maybe he's part of some demon military, I dunno.

Uhm it's a bit hard to explain what I do. This was made on Paint Tool Sai with a painterly brush and settings that blend colors easily. But as for creating colorful solid looking pieces, I underpaint a lot. I create a layer under my sketch and mess around with colors until I find something I like. When I'm happy with the basic colors/shadows I make a layer above everything and use the eyedropper tool to smooth and render things. If you're having trouble with blurriness, I recommend trying to use a harder edge brush that can possibly blend. Thank you though!
Try to use a brush with 'transparency' settings if it's cs5, there should be some nice default brushes with painterly effects in cs3 and bellow for photoshop.
Just really go crazy with the underpainting, using layer settings and gradients to help get the colors and shades you want before over painting. Use the eyedrop tool a bunch for blending, the smudge tool tends to make things too smooth for my liking. making brushes to your enjoyment can help too. have fun!
