I think him being seen as a penny pinching, mafia-type landlord was just a simple joke that got way out of hand.
I might be optimistic, but a guy who gives you a house when you come into town with no money to even pay for it, a job to get to know the neighborhood, and a mortgage that's not even required to be paid back, can't be all bad. :Y
