After a whole milenium? Yea.. Would be hard to adapt XD after a thousand years of ruling alone, im sure Tia is the pony people go to. Also, luna was meant to be ruler of night. And that mostly involves the moon, and dreams. So ya, she has an important job, though people dont see it that way (thus nightmare moon).
And yea.. Most alicorns were not bornalicorn. Though i think celestia and luna were born as alicorns, since their parents were aperently alicorns. Also..quick note, cadence was a unircorn originally i think, though im unsure..
