Hes the leader of a clan called the Gear Heads
They create, assemble and distribute heavy artillery, vehicular weaponry and etc.
They're pretty much the top distributors.
The entire clan is constructed of NOTHING BUT A GROUP OF RUSSIAN MEN WHO WERE EXPERIMENTED ON /OUT SIDE OF AMIRA WHO IS OBV. A WOMAN AND AMERICAN/ lol
They were injected with something they called Super Serum but come to find out later on, it was modified alien dna.

It was an attempt at making super-war beasts for a war on Nariim.

anyhow, they find out about it later on and ironicallu, Commander Sal ( aka Quartis Sal) crash lands a few miles outside of the gear heads territory, coming to earth to warn its people of a war to come.
Quartis is a rebel. so.
