RPG Maker XP you can download at https://www.download.com for a 30 day trial. It's 60 bucks if you want to buy the licence.
RPG Maker XP works on Vista. Hmm. I can never get down to making an RPG though. I would like to but eh, always feels messy, unorganized and how I gotta make it neat and organized.
RPG Maker VX dunno much about it but has to be better I would guess. Just since it is new I bet hardly any resources. Also I dunno scripting so I cannot even do anything complex.
