sautee onions, carrots, and garlic with a drizzle of oil, and sprinkle of salt, for about 10 minutes, add ground beef, when cooked, mix up a mixture of water or stock, with corn starch, and pour this with the meat/veggie mix into a casserole dish or sroasting pan, cover with taters, and bake till the parmesan sprinkled on the taters browns.
