Billing...affectionate behavior between mates often viewed as the avian equivalent of "kissing."
Not positive that's what's going on here...but if you ever see two ravens.or crows doing this...yeah...they're basically "married." ^v^

i watched them for a while and I think thats positive behavior. They tried the preen the other, but when doing at the same time they got problems with the long beaks *G*.
