Hormones have changed the coyote's body enough that he has started looking androgynous. He's been wearing panties for a while, but now he's started wearing dresses and skirts as well. With the right body language and just a touch of makeup, he can pass fairly well, now, and he's practicing both diligently.
In the scenario where he's doing this voluntarily, he's kind of nervous about this step. He feels like a freak in a male body, but he certainly doesn't want to look like a freak!
But for the one who is doing this because he's being made to, paradoxically, he's quite confident and comfortable. Female clothing is just more pleasant to wear, so he does it all the time. He's been a crossdresser for years! Right?
