guise.. I dunno what went wrong here.. ;w; does anyone know how to fix this? I've done almost everything... system restore, update, scandisk, blah blah blah.... but this pops up when i want to launch certain programs.. like.. flash.. or.. MS Word... ;w; and sometimes nothing even happens when I launch a program or stuffs....
and I don't wanna reformat if I could.. so.. if you guise know how to resolve this, please tell me ya...

It shouldn't give you an error, seeing as the file is broken. If it does... Then I'm unsure what to shut down, as it's a dll used for programming, but not necessarily on Windows - it isn't actually important, is what I'm saying.
Right click on the folder and go to properties, then the security tab. You will need to take ownership of the file/folder by going into advanced settings from the security tab, then the ownership tab, then changing the owner to your own account. Then change the security settings for your account to full control, or at least write access. Then you should be able to replace it.
you cannot replace that file because it is NOT an actuall file, it is just a link somewhere on your harddrive that is handeled like a file, because it is not an actual file you cannot replace it.
Use in a commant prompt this command to get the actual location of the file:
fsutil.exe hardlink list "C:\Windows\WinSxS\x86_microsoft.windows.gdiplis_6595b64144ccf1df_1.1.7601.18120_none_72d2e82386681b36\gdiplus.dll"
That will return a list of file locations
make a backup of that file and try to replace this files with a new version.
Warning! This may also could break your system horribly and may require a reinstall of the software or even windows!

It works but it's most likely not fixing the real problem. I've seen a lot of people drop in a DLL file and just get another message about a different DLL because they're missing an entire library.

I don't know if you tried this, but sometimes if the program's drivers are out of date or missing then this message will pop up. Used to get it on my machine when I was missing the drivers for my word program that I got from school. All I had to do was go to the Microsoft Website and the websites for the other programs and re-download the drivers. But since it's happening to multiple programs on your machine, then I don't know how helpful this advice is.
I did some digging and this is all i could find. You may be suffering from a rare issue where a .dll has been unregistered. You'll need to confirm if the file is in fact still there and then follow these instructions.

try to download the zip file, delete the ol dll file and insert new one. You can see the path to the dll file at the picture of the error message. Hope this works :)

just for great shiggles, try running a command prompt as an administrator and typing "chkdsk /b", say yes to do it on restart, and restart. This will take a while, so maybe while you sleep or go out for lunch. if that comes up clean, try "sfc /scannow", again from a command prompt run as an administrator. If SFC finds something, it may ask for the OS disk, so have it handy.
A couple of the easier tricks I know of. If neither of those work, you might wanna try running tweaking.com's all-in-one too.

Just paste a a copy of the .DLL file into the system32 folder. Should work.
