Contact paper stencils would make the lines cleaner on the hearts. For the dots I would go with drawing a line on your stencil material with a ruler (maybe use transparency paper for overhead projectors if you can get your hands on some, it's pretty cheap) and then take a toothpick to poke round holes in it.

I've used it with miniatures and jewelry. It is decent for most things, but it does like to catch skin oil. It SHOULD stay on your 3DS plastic decently, depending on the brand. It looks like most of your designs are fairly flat and didn't use a lot of paint... the flatter the application on plastic/metal, the better it stays on through use!
