wrong! Lugia is 17 ft. 1in. tall. As in, from head to toe. In actuality, Lugia is roughly 25 ft. long. I've done research into this. Man, I have way to much time on my hands.

For some reason, the height entry in the pokedex doesn't seam to work with all the pokemon. It only seams to work for some pokemon like; lugia, cleffa, or pikachu. bulbasaur doesn't work, or furret, or vaporeon (i think). What I'm getting at is, I see your point. I don't know why, but for some reason they decided to include both how tall some pokemon are, with how long some of them are without any way to tell the difference. If you had pokedex 3d pro, you could see what I mean. It's easy to see which measures are for length and which are for height.
