Also, this is neither canon to Megaman nor is it part of a conceptual project for an incoming game of the series. It is merely something for fun that I thought of and wanted to share with you all.
I hope you enjoy it!

Weapon: Pressure Cannon
Weakness: Unknown
Profile: Battle Man was a combat robot built for one purpose: to destroy Megaman at all costs. He is neither a product of Light, Wily, or even Cossack; in fact, the scientist who built him is unknown. The files on him state he was made in the event Megaman ever went rogue. He has spent decades in storage and has now been reactivated by Wolf Man. The infection with the Wolf Virus has made him even more obssessed with destroying Megaman, no matter how cruel his methods are. He was last spotted attacking civilian areas to draw Megaman out. He is armed with a vast array of weapons; first, shoulder mounted laser cannons which can level entire buildings; second, high-frequency vibro swords that can cut through the densest of metal; thirdly and finally, he is equipped with an orb on his waist that manipulates gravity, giving him the speed advantage. He can manipulate the orb to create high pressured volleys of compressed air that can blast through 12 inches of solid titanium. His armor plating is resilient to Megaman's buster attacks and can withstand anti-tank fire. An additional ray shield minimizes damage from weapons acquired by Megaman later on. The ray shield does not appear to be complete, however; gaps in the ray shield appear at certain moments but it would take a means of freezing time itself to exploit it. He will not stop until Megaman is destroyed by his hands.

Hmmmmmm, To be honest I'm not surprised Light or Cossack don't have anything to do with the construction of a robot like that.
Dr. Light seem to be skilled enough and have to much of a concern for his creations to make something like that and Cossack owes him a big favor of not turning him into a smear when Wily kidnapped his daughter and forced him to fight Mega man.
I'd guess Battle man would be constructed under some black budget project in the military that started to get concerned that Mega man always was able to overcome obstacles that they always failed too and started to wonder what if Mega man eventually turned.
