In 2214 AD the Ember Shepherds and Miner's Union, in order to attain independence from the Ember Ore Company, begin construction of Port Rus - a much more advanced and extensive station to Ember Ore One's partially cored out asteroid, upgrading Ember's Starport status from an E to a D - with minor repair facilities for small insystem vessels.
Despite several court actions taken by Ember Ore Company to the Directorate to try to stop or delay construction of Port Rus, the profitability of the Ember System for all parties went up dramatically with the increased living space, repair and refuelling capacity. Business space and some processing facilities eventually become rented/used by Ember Ore itself, as, ramshackle as the station looks, its comforts are quite a bit better than Ember Ore's own fusion cored facilities.
The station's roughly at 35,000 displacement tons, plus the 1,000 ton fuel tender docked eternally toward the top of the picture, which makes frequent runs to the gas giant to gather hydrocarbons and hydrogen for conversion into life support supplies and fuel for the station's fusion plant and commercial reserves.
At single occupancy, (including one person per double sized suite in the residency modules), the station can house 700 personnel, while only requiring roughly 20 to 30 permanent resident staff. Maximum safe capacity of residency is close to 1200 - a far cry from the entire system's population of only 300 or so in 2212.
