Well, the only way I know how to do it is in Diamond and Pearl. What you need is a high level Pokemon, a large (And I mean HUGE) patch of grass, Max Repels, and the Pokeradar. I'm trying to find the Youtube video that has the instructions, but I can't find it.
The basic idea of it is you go to the area with lots of grass, use a Max Repel, keep your high level guy in front, and use the Pokeradar. You go and fight the Pokemon you see, and you HAVE to beat it, otherwise this doesn't work. After that, the Radar will still keep showing you where there are more of the same Pokemon (in theory) and you have to try and go to the farthest patch away from where you are, and it's supposed to look like the patch you stepped on before. After about 40 encounters (Not joking), you'll eventually be able to encounter shinies at an alarming rate. She's caught quite a few using this technique.
