He's Oasi Akila, the father of Oakel.
In rooster families, they have various traditions. One of them is naming their sons (or at least the firstborn) whit a mix of their fathers' names. Oakel's mother is named "Elten".

Another of the traditions are rooster fights and swords dances. Oasi Akila is a proffesional on both of them, Oakel train hard on the swords dances.
