This is Hokshi in Summoner Artifact Armor Set 1. I have most of it except the ring and doublet. I like the outfit alot. I think I might make it and wear it to a con or something along with Hokshi's head.
Yes I am aware the ring is not really part of the set, but it says Evokers so I just threw it on.
