I use Paint Tool Sai, so it isn't a filter! I just copy the linework layer twice, color (with opacity lock on) one layer hot pink and the other bright blue, set to either overlay or shade and move them slightly off the original linework. I have no idea if that made sense, but yeah, that's my process!
