If you don't mind a little criticism...
I think you should try adding some wrinkles around the sleeves, because it looks like they're straps. Unless that's what you're going for.

I'm not confident enough in my ability to do clothing folds yet (properly, at least), so I'm keeping them out and just making the clothing simple right now.

I agree though, it's a little difficult to distinguish the features of the dress and if it weren't for the last drawing I did it might even be hard to tell it's a dress at all. I really wana put something better on him, but as stated before I'm still not good with clothing and I don't wana do a crappy job (more than usual) on something where it isn't exactly needed.

Also doesn't help that Pokemon generally don't wear clothes (lucario lol) so trying to imagine how something would look, fit, and move in regards to Zangoose's shape and size is also bothersome.
