Last stop for guns, drugs and hookers before canada. was for over twenty years straight the murder capital of the USA, (now its Boston of all places, course that kind of fits chappaquidick lake is not too far from there). And you hate cats... hmmm not good alot of the furries like and favor cats, cats are really just a different life form from nearly every other kind of animal in existence. They cannot taste sweet is the major thimg. Their are or could be worse things peeing in your yard, take the black bears comming into rural neighborhoods in new york state for instance if a bear was next to a rabbit taking a dump in your yard, and the bear looked at the rabbit and asked, "Yo little guy, does shit stick to your fur?" where the rabbit says, "No." so the bear wipes his ass with the rabbit. If a rabbit came and peed on your lawn with all his bear buddies too would you like cats better? Dog pee actually destroys lawns by adding far too much ph. The urine of cats though quite potent does not even come close to coyote pee. how bought if coyotes peed on your lawn would you like the good ol days to come back when you could bomb cats with water ballons?
Try tossing one of those at a pack of coyotes or bears and see if they only scamper away in frieght at getting wet.

I'd wear a plastic mat, or kneel on one. Or hmmm, plant your garden after watering a few days prior, soil leaches urine! Cats will remember and not return. Otherwise I'd only put urine on the outside perimeter instead of saturating it everywhere, like you're alluding it will be.:)
