Man, I really should explain this sometime. I have been putting it off for a while. And it gets so annoying to make these things and just say "I will explain later" =/
Anyways, Bell has the ability to move energy around and relocate matter (And can change what it does too). Though its only a temporary thing as it works for as long as he is trying.
Here, he was trying to take humidity out of the air, but by accident made water bubbles too! So he made it glow slightly and had some fun with them. Will it ever be useful? Probably not! But it looks cool!
