My sister changed Pashina's form. I think she was inspired by Panty and Stocking.

Anyway to wrap up the confusion here's how it happened.
Pashina idolizes Poissona so she wanted to become one of her own kind. She asked Poissona to change her into a demon girl. Of course Poissona agreed but only to the extent that she could "play" with her afterwards. Pashina was willing to risk it.

Poissona gave Pashina the potion that would change her life.
After her transformation, Pashina aged a little and grew huge invisible devil wings, horns and a tail. (Based off my sister's design)

So yeah, Kuromimi's little sister is now a hell demon girl.
