Earth in the near (alternate) future is flooded. People did their best to live in this new situation, but that has not worked as well as in the Star Trek universe. Savage wars for the remaining dry land were waged. Many nations were absorbed -- by necessity or by force -- into others, leading to powerful empires and/or leagues. Other nations were created in the depths of the oceans. Their leaders listen to their own masters: corporations who in fact run the world.

The chosen ones departed from this old tired, drowning world for new life and new opportunities in the heavenly bodies of the Solar System. Those who were left behind have to deal with famine, pollution, terrible new diseases, conflict, martial law, and new predators. And, of course, the mutants which were bioengineered by corporations for peace, production, pleasure, or punishment.

Amongst them are Gino Belini, an Italian landlubber who is terrified of drowning and yet is a broker for a submarine, and Marina, a Mako shark mutant girl.
