A commission I just finished up 10 minutes ago. I'm heading out of town for a few days, but I wanted to get a quick photo of it before I left.
Blue anodized aluminum with some scattered stainless steel scales. The commissioner requested that it be a couple inches shorter than my standard tail pattern, so it's right about at 30 inches long.

I use the large scales, and usually the commissions I make for people use anodized aluminum because they can be colorful.
I use a chainmail pattern to link them together into a sheet of material, but if you're trying to make a fursuit head or something then you'll probably want to sew them down onto a backing material of some kind. I think most heads are made of foam, and I don't think I would trust them to stay very well if you just glued them or sewed them to the foam itself.
I've done a small amount of experimenting with sewing the scales onto a backing material, but I wasn't completely satisfied with the particular method I'd tried. Here's the photo of it, though, if it might help you: https://www.furaffinity.net/view/10455542/
