Looks like Timmy has a new friend!
This dog-fish is Albert from The Dreamstone cartoon.
For anyone who doesn't know The Dreamstone is a British animated television series that ran for 4 series of 13 episodes each between 1990 and 1995.
The series is set in an alternative world called the 'Sleeping World,' and concerns itself principally with the struggle between good (personified by The Dream Maker, a Merlin-esque white magician), and evil (personified by Zordrak, Lord of Nightmares).
Albert was originally a dream however he was eventually made real by the Dream Maker. He always appeared as a sort of fish dog hybrid that floated through the air although constantly surrounded by bubbles.
He was my favourite characther in the show.
