What I've heard, is that it's the invention of the Hasbro marketing department. They decided to cash in on the popularity of MATTEL properties like BRATZ and this Monster High thing. So they blatantly copied their competitor's product, mimicking the look & feel while tying it to one of their own established "girl" brands.
Under those circumstances, it's highly doubtful that this is the pilot for the TV series.

Well a few /mlp/ and Equestria Daily commenters have expressed the same opinion. There have been a minority of Spike fans that think the character isn't treated or well-respected in the show and they've been extremely opinionated ever since Spike at Your Service aired. They even claimed the writers are MISANDRIST because they believe Spike is treated like dirt on the show. It's really annoying whenever they're around.
To be fair, Spike at Your Service was the episode where he went from being a totally competent assistant to Twilight who was good at cleaning and organizing to suddenly becoming a total klutz who makes a mess at absolutely everything he did and is too stupid to realize it. There's Rule of Funny to explain the reasoning, but it just seems lazy to let the plot write the character like that.
What does Spike become in this universe?
