Less "punishment" and more "penance". Instead of receiving a form of reprimand for her actions, she is made to make up the taking for a life by attempting to save another. In a sense, if a blood transfusion from her to Silver is successful, and therefor saves his life, her taking of a life will be forgiven.
Agree, Roaming, as Fox has said, a penance is far more fitting for the action and as Artemis has shown remorse for her actions there would be no more fitting 'punishment' as such, than the regret and guilt that she carries already.
A true penance allows one who is weighed down by guilt to restore their self worth through a action of personal sacrifice and, if possible, an action that can help ameliorate the situation they have caused.
This penance is also a gamble, as if it fails, Artemis may be weighed down further by guilt... maybe undeserving guilt but a greater guilt none the less.
