She's one of the trio of Nazi Werewolf Biker Babes in Leather, who will tour the country as an all-girl precision motorcycle demonstration team (with a pro-Nazi sub-text). 1940 and elements of the Government are concerned about the European War and its influences in the 'States. So, they concoct a honey trap to reveal the followers of potentially dangerous foreign ideologies for future reference. (can't have any official anti-nazi efforts yet) And, the girls are werewolves. But a funny thing about that, before the first werewolf movies, they would have had the potential to be general shape-shifters, but the popular culture created a default setting for the talent. Its all very silly.
This reminds me of the silver bullet project you worked on long ago. :)
Dunno if you're interested in extra references, idea materials, but in "werewolf the Apocalypse" the common werewolf was able to change between five forms. starting from human, or in this case, standard anthro, to glabro, or the middle form between the human and full werewolf aka crinos, from there it was down to a large wolf form, then the last form would be a standard non anthro wolf form.

Actually trying to avoid the more typical werewolf tropes. The idea here is that they are actually omni-directional shape-shifters, and the werewolf aspect simply comes about as a result of the werewolf movies to give them focus (they don't really know what they are doing/how it works to start)
Been listening to the Men They Couldn't Hang's superb antifash song, Ghosts of Cable Street a lot recently, and investigating the history. This pic along with the explanation above creates some weird imagery given that one of the major results of that clash was the outlawing of political uniforms in public.
Still, No Pasarán, naked or otherwise. Odd that today's protests against totalitarian ideologies are often naked, or maybe it isn't. All out against fascism OTOH should probably get you a Pythonesque "put that away" from an upper-floor window these days.
