But I did always wonder why DC came up with another electric African-American superhero, Static, when they ALREADY had Black Lightning.

Milestone media was a semi-creator-owned imprint that DC was the distributor for. So Static, Icon, Hardware, et al weren;t "DC' characters, until they sold them about 5 years ago.
