Just a general submission of information written as if a report of some sort.

This documents what is actually a slight overhaul of me as you know it. I'm actually thinking of making the goo form, not gone, but a secondary thing now. As opposed to being solid rubber or soft and gooey, which most imagined, they will be a secondary thing and will not be gone forever or appear any less frequently than they do now. But, inflatable Garrus is now the primary form and I feel in a much more detailed backstory to come, it makes Garrus in a sci-fi world a lot more practical in the little universe I've made.

But here goes. This will be a long read but hopefully sheds some light and helps explain a few things/compiles generic background story information.

Physiology:-
Current Status:
Garrus is a synthetic life-form. Not robotic or digital but a non organic, non carbon-based life-form who's composition is mostly formed of a silicone-invictanium compound. The chemical compound composition is a simple one but the method of how two elements of such contrasting atomic structure are combined is still unknown to the empire. Not to mention how the preferred qualities of each material are so prominent in the actual product.
The most obvious aspect as seen in Garrus' appearance, other than that they are synthetic is that they are hollow, much like a balloon or an inflatable device.
Though the database frowns on speculation and rumour, it is said that the Armax Operation Incident in which Garrus was said to have re-emerged no longer organic, happened in abandoned space-borne facilities from the Kratuknja. A race who had little and even less use, of water.
To summarize, a process of massive physiological change may have occurred and may have been a deliberate one. One which the Kratuknja viewed as beneficial, hence the lack of consequences a physiology like Garrus' would find on a dry world e.g. no aquatic situated combat below the surface.
Garrus' body can also become liquid at will and to no detriment to their health, it would seem this is a normal function. His liquid form reshapes and re-inflates to his normal balloon-like form, which for lack of a better term and to apply to a product of similar likeness, a "pooltoy" or "inflatable".
Known reports have, however, confirmed Garrus is bulletproof and near unpoppable, instead finding difficulty maintaining stance and balance when taking projectile fire. This indicates reports are correct that they are in fact an inflatable and the air valves are not solely cosmetic.

Status Prior to Armax Incident:

Note: Shapeshifting between 3 forms of bipedal, taur and serpentine were present but each form appeared to take on a dominant species trait - tiger (biped), fox (taur), cobra (serpentine). The apparent addition of a pair of arms and extension of the chest with shoulders was not present prior to the incident.

Education/Training:
Garrus underwent training like most citizens abiding by sector law did.
Attended Navy at 18, progressed laterally to specialist departments including first encounter armed response squad, Chemical-Nuclear-Biological hazard and survival, but due to experience in the former, progressed furthest in Extraterritorial Hazards and Response.
Garrus has qualified for military atmospheric flight, military space flight and aquatic transport.

Survivability:
Garrus is known to require organic beings of similar size in order to physically attach to their bodies once they are absorbed after initiating his change to a semi-liquid state. Their ability to blend in to societies with ease, helps to make this a frequent occurrence though the longest times they have gone without "feeding" have varied, though the host may be retained and enhance survivability of both the host and Garrus. The longest time known of a host remaining within was 30 years, with an alien citizen who's lifespans are twice that of ours in ideal circumstances.
It would appear that Garrus feeds off energy released by the host through bonding on a cellular level. Regardless of whether they agree or not, struggling to escape is enough to feed him for a long period of time.

Abilities:
Shapeshifting, liquidshapeshifting (liquidshifting).
Garrus is able to take almost any colour within seconds and assume most forms that his mass is able to stretch to. Complex shapes such as finely textured (furred, long haired) are possible but avoided due to the resulting size limit from mass going on to form hairs.
He is able to become liquid at will and uses this frequently in acquiring prey, avoiding obstacles and traversing areas that a being of purely solid composition would otherwise be unable to pass through.
It is known at various points in his conflicts across the galaxy that he has made use of hard surface powered armour and internal skeletal mechanisms to enhance his killing power and add stability to his bulletproof but otherwise weightless body.

Appearance:
Garrus tends to retain a base colour or a natural colour and markings when not actively shape-shifted.
An aqua blue tends to be the main colour with underbelly and highlights a lighter shade of sky blue. Internal parts such as mouth and tongue are a turquoise hue with their eyes, pupil-less and solid bright yellow.
Seams are visible where it would appear his skin was compressed during transformation, and an air valve is located generally on the naval.
