Tora is one of the Overlord's soliders as evidenced by the ten buttons instead of eight. The front panel on most minion outfits is a separate peice of frabric held there by the buttons, it has thin but effective armor thanks to R&D inside it. the few uniforms that don't have this tend to be in positions that would never see combat or situations where it was a possibility. (re: cooking staff) Everyone else, (even accounting) is expected to have SOME hours of field work a week. Be it guard or scouting duty depending on their strengths.
