In a nutshell, Zuki's bio says that she is under constant surveilance by the lab that made her, Humanity-Biotechnics, who are tracking her progress and awaiting an opportunity to recapture her. Fortunately for her, though, they are apparently staffed by the lowest bidder, not to mention the frequent chaos that surrounds Daikaiju High often prevents them from doing much of anything.
This was the setup strip, where we first meet our two unseen techs, later dubbed "Milo" and "Otis" (after the old cat-and-dog movie, which, some may not know, originated in Japan). K-Girl or not, any man can explain to you why watching several young women do jumping jacks is so...diverting.
