In a nutshell, Zuki's bio says that she is under constant surveilance by the lab that made her, Humanity-Biotechnics, who are tracking her progress and awaiting an opportunity to recapture her. Fortunately for her, though, they are apparently staffed by the lowest bidder, not to mention the frequent chaos that surrounds Daikaiju High often prevents them from doing much of anything.
