Quite a lovely 'expeditionary force' you've got there! Soon enough I'll need to get back to working on my Eldar host- especialy with that leaked farseer pic realy adding a lot of strength to the rumors that Eldar may be after High Elves this year. Talk about year fo the 'pansys'- Tau, High Elves, and Eldar... :) Your foce looks very rounded- which is always good!
with the Eldar, you have all sorts of options- with your army, I would suggest a Swooping Hawks Squad to add some real harassment to your army- every turn you can drop a pieplate of grenades onto something! for troops, I would suggest rangers probably for your army- they're great for offing the single 'cattle of the herd'
With Dark Eldar- a Venom is a beautiful, beautiful troop transport for five- but when you're shooting two blasters, two splinter cannons, and three splinter rifles, combined with the speed, it just gets MESSY for the victims. (This is with kabalite warriors of course) - there's a reason why people call cheese when they see a 'venom spam army' of DEs.
Wouldn't really suggest close combat units at all for Eldar, what with how shooty the current rules are. Closest thing I would would be Eldar Dire Avengers as your troop choice instead of jetbike guardians- they can be very, very destructive if you get them into charging distance since, while not specifically meant for assault, their catapults ARE. And don't forget DAs are fleet ;)
Eldar options currently are pretty pricey thanks to codex creep though... I could suggest some amazing units, but the points cost is mean... and they're not cheap on the wallet either depending on if you have them.
HQ: Warlock Council x10 on Jetbikes. Just take the random powers on half od them, give one conceal, the rest get destructor - This makes them very likely to get an invisibility on one guy- and invisi-council is incredible cheese! Points cost: VERY high, Money Cost: GW doesn't make Jetbike Warlocks, and their warlock models don't do well to attaching to a jetbike- so the cost here is in conversion, or in third party models such as Chapterhouse studios. I've been going the conversion route mostly, but I have Chapterhouse's farseer and warlock kits- and I LOVE the warlock helm from them- need to see if I can somehow get him to mold me nine more of them... I wont' link, since what wouldn't be polite- but ChapterHouse Studio is easy enough to Google.
Troop Choice: Wraithguardx10 with a spirit singer(Warlock) attachment (the singer makes this unit a troop choice), fortune power. Points cost: high. Money Cost- seen how much wraaithguard go for? OUCH!! This unit just doesn't wanna die short of plasma spamming- it's one of the very few Eldar units that isn't fleet sadly- but it makes up for it in just being able to shuffle around the table while disregarding most hits on it thanks to high save and the ability to reroll failed saved thanks to fortune. Also- anything that gets into range of their guns is NOT going to like where they're sent (the warp!)
I'm only really starting ith Dark Eldar since despised the first generation of their models- so I'm not super-good at knowing their tactics and stuff other than 'swoop in and tear stuff up'- which is VERY different than Eldar's 'flank everything and slice off chunks'- Overall I think these suggestions could give you something to aim for- but it's all your choice of course :)

Actually my Eldar army is pretty nasty for what's in it.
Farseer (doom & guide)
Autarch (wings and combat nastiness)
2 units of dire avengers in wave serpents (eldar missile launchers as primary weapon)
A unit of Guardians to sit on a home objective with a warlock (with the conceal power)
A viper
A fireprism
Unit of Swooping Hawks (to accompany the autarch)
a unit of fire dragons, and a unit of banshees
My Dark Eldar is a wych cult with a few support elements:
Lelith Hesperax with 9 hexatrix blood brides on a raider
2 units of wyches on raiders
Archon with 4 Incubi and a webway portal on a venom
A unit of Kabalite warriors and a Chronos in reserve (waiting for the portal to open)
A unit of Mandrakes as a distraction unit
2 units of reaver jetbikes and a razorwing for support
I'll let you know, I have many many years of playing 40K, Fantasy, and LOTR behind me. There's only a few types of army list I can't write, but that because I don't like tournament lists
