These are piped out meringue mushrooms. It's italian meringue that will/has been baked at a low temp for a very long time.
Note: They should not brown in oven. They must stay white. and you must pipe them out correctly and nicely because they come out of the oven looking like they did going in and if your piping was F-ed up people can tell.
