I know that I'm supposed to be working on the Super Randomness Species series right now, but considering that it is...er, well, WAS April Fools day, I figured I'd get this guy out of the gate to celebrate (such a shame I'm about two hours late, though).
I've used this guy only once before, back when I made that comic about being ridiculed when I didn't own a Wii, but I had always planned on making him a part of the larger Super Randomness continuity as... well, not really an "enemy" per-se, but a sort of troublemaker joke character that would sort of be kind of like the "Anti-Author" of the series. I may use him more in the future, but that remains to be seen...

It'd still work out if you wanted. He could paint them then just leave them there, annoyed and pissed off that their time is being wasted while waiting for some water to free them. (for example, what girl wouldn't be pissed to be left in the middle of a park as a nude statue?)
Maybe, but I highly doubt he's that smart: we ARE talking about what is essentially an internet troll stereotype made flesh. Besides, a good part of the other Meta Humans are more than equipped for ASFR-related hijinx so I need to have at least one or two villains that aren't ASFR related to balance things out.
In that case how about the paint doesn't have an actual asfr effects in the regular sense, but like some random appearance effect on people he's painted. Like suddenly looking like a nude stone/gold/ice/etc. sculpture but still being normal under the coat of paint for an asfr-ish example, or getting painted plaid or other less desirable colors, or having you or your clothes painted "invisible"
That actually sounds more like something he'd do. I mean; he does like recoloring things, usually so he can make "h1z 0wn 0r1g1n4l ch4r4c73rz" and all. Heck, maybe he could even use the paint on someone to copy them in another color scheme!
