Going into a little more detail, only Misdreavus and the Pokemorphs know about Todd's "secret." Todd doesn't mind working at the shop as Tanya, because he thinks people take his fashion advice more seriously that way... Or maybe he just likes being Tanya sometimes.
Honestly, I don't think it needs to be examined that closely. He's not going to be Tanya in the main story, because it was meant as a comedic sort of thing.

unrelated question since the world [or at least the area] the pokemorphs curently occupy seems devoid of humans does that mean threes no pokemon 'contests' i know theres battles all the time and stuff as pokemon like to test there strength...but the contests...i mean whod be the judges for one, i guess a chancy could fill joy's spot...
